Current Rules of Engagement puts not only Americans troops in Danger but enables easy recruitment of Suicide Bombers

"The rules of engagement are meant to placate [President Hamid] Karzai's government at our expense. They say it's about winning the hearts and minds, but it's not working. We're not putting fear into the enemy, only our troops."
Taliban can be said to have succeeded for now. Wow, American forces operating in fear by rules laid out by themselves.  An American Presidency that wants to negotiate with them. They don't even need to use any of their own resources to instil fear in the American troops. Cool, now they can use their resources to recruit more Suicide Bombers. Young naive boys and girls can be shown how easily it is to confront American troops, just sit back and watch how they disintegrate themselves.
